PIPA in Practice: What a Private Clinic in BC Must Do
British Columbia has two privacy laws. FIPPA governs public bodies such as health authorities; the Personal Information Protection Act (PIPA) governs private organizations, which includes your practice, whether you are a sole proprietor or a multi-practitioner clinic. PIPA asks you to designate a privacy officer, publish your policies, obtain consent, protect information with reasonable security arrangements and answer access requests within 30 business days, under the oversight of the Office of the Information and Privacy Commissioner for BC. Because PIPA is recognized as substantially similar to PIPEDA, it is the law you will deal with day to day. Does PIPA or FIPPA apply to my BC practice?
A private practice is an organization under PIPA. FIPPA only applies to public bodies such as health authorities, so unless you work inside one, PIPA is your law. Colib gives you the encryption, access controls and audit logs PIPA considers reasonable security arrangements.
Does Colib apply GST and PST in BC?
Yes, per service type. Most health services are exempt from PST and many are exempt from GST, so you decide which services carry 5% GST, 7% PST, both or neither, and Colib calculates the rest.
Which BC colleges do Colib users belong to?
Registrants of the College of Health and Care Professionals of BC (psychologists, occupational therapists, physiotherapists, speech-language pathologists, dietitians), the BC College of Social Workers, the College of Complementary Health Professionals of BC, and Registered Clinical Counsellors, a designation of the BCACC while counselling remains unregulated in BC.
